DATE OF REPORT: May 13, 2009
JURISDICTION: Australia
TYPE OF INCENTIVE: 2.a.iii. Capital and operating subsidies
CITATION: CCS Flagships Program
STATUS: Announced
TIME FRAME Start: 2009/10
TIME FRAME End: 2016/17
DESCRIPTION:
Project funding of AUD$2.425 billion under the CCS Flagships Program will be subject to a competitive process, in consultation with state governments and industry bodies, with the intention to fund 2 to 4 projects across a range of capture technologies and storage geologies. This may include a multi-user storage site and pipeline project. The National Low Emissions Coal Council will advise the Minister for Resources and Energy on the optimum portfolio design and criteria for project selection. Based on advice from the Council to date, indicative priorities include: Multi-user infrastructure: development of storage sites in a high-emission region, with pipeline infrastructure to support the transport of CO2 from regional emission sources. Integrated Capture and Storage: integrated projects that demonstrate technologies and geologies for capture and storage of CO2 from coal-fired power stations. Capture technologies may include coal gasification, post-combustion capture and oxy-firing.CCS Flagship projects are expected to be industrial scale demonstrations that will contribute to the overall target of 1000MW of low emission fossil fuel power generation. However, other industrial scale CCS demonstrations may also be considered.

These Australian CCS flagship projects will contribute to the global portfolio of CCS projects. The Global Carbon Capture and Storage Institute (GCCSI) is expected to provide support to the projects, and will be the vehicle through which the economic and technical learnings are shared with the global CCS community (and vice versa).
