DESCRIPTION:
This legislation prohibits California electricity buyers from purchasing base load electricity on long-term contracts from coal fired plants located outside of California with CO2 emissions above a performance standard for. However, CO2 captured from the emissions of a power plant and permanently disposed of in geological formations in compliance with applicable laws and regulations shall not be counted as emissions from the power plant, thereby allowing the purchase of base load electricity by California electricity buyers from out-of-state coal-fired power plants that employ carbon capture and storage below the emissions standard.
