The Norwegian government has funded R&D on CCS since the early 1990s. In 2005, the government established the Climit programme, which covers the CCS chain from research through to demonstration projects. The programme is managed by Gassnova in cooperation with the Research Council of Norway (RCN). The RCN is in charge of the research projects and Gassnova is responsible for the prototype and demonstration projects.
Gassnova was established in 2005 as a publically-funded entity that would spearhead general investment in gas-fired power using CCS. Gassnova receives revenue from the gas technology fund, which was established in 2004.
Climit's mandate was expanded in 2008 to include CCS from all fossil fuel-based power production.
The Climit Programme has an annual budget of about NOK 150 million to allocate to various technology projects, funded partly through Gassnova and the gas technology fund and the national budget. Joint financing with industry can result in an activity level of over NOK 400 million per year in Norway.
EXPERIENCE:
Gassnova is the project developer for the European CO2 Technology Centre at Mongstad and the Kårstø CCS project in Norway as well. Climit has since its inception supported around 90 projects.
A significant capacity on CCS in the R&D community as well as parts of the industry has been built up through projects supported by Climit. The increased capacity in the R&D institutions has led to several larger projects with the industry, e.g. the SOLVit project, where Aker Clean Carbon is collaborating with SINTEF and NTNU on developing new solvents and systems for CO2-capture.
