DESCRIPTION:
House Bill 1796 gives the Texas Natural Resource Conservation Commission the authority to construct an offshore geologic sequestration site. The Texas School Land Board would be the owner of any offshore geologic sequestration site constructed and is to inherit title to the injected CO2 after the closure of the offshore geologic sequestration site.

The TSLB may establish fees associated with sequestration. The Texas Bureau of Economic Geology is to serve as a scientific advisor for measuring, monitoring and permanent storage verification.
