DESCRIPTION:

SB 2095 creates a regulatory framework for geologic storage of carbon dioxide and to priorities in permitting carbon dioxide geologic storage projects. It also includes appropriations for a Carbon Dioxide Trust Fund and the Carbon Dioxide Storage Facility.

The storage operator has title to the CO2 until the North Dakota Industrial Commission issues a certificate of project completion. Responsibility transfers to the state after the issuance of the certificate of completion.
