4th Capacity Building in Emerging Economies Workshop / Taller de Secuestro y Captura de CO2
Mexico City, Mexico, July 9-10, 2008

Instituto de Investigaciones Eléctricas (IIE) hosted a CSLF Capacity Building in Emerging Economies Workshop on 9-10 July 2008 in Mexico City, Mexico. CSLF experts from around the globe shared their experience in implementing carbon capture and storage (CCS) technologies with 140 attendees from Mexico’s energy industries. Jordy Herrera of Mexico’s Secretaría de Energía opened the workshop by emphasizing the importance of carbon capture and storage (CCS) as a means for addressing global climate change. Presentations on a range of topics included enhanced oil recovery using carbon dioxide (CO2), identifying and quantifying the quality of CO2 storage sites, and measurement, monitoring, and validation (MMV). The sponsors of several showcase projects utilizing CCS technologies discussed their experiences. These included the Great Plains Gasification Plant in the United States, the IEA GHG Weyburn-Midale Project in Canada, the CASTOR project in Europe, and the Regional Carbon Sequestrations Partnerships project in the United States and Canada. Scenarios for electrical power generation and CO2 emissions in Mexico and experiences with enhanced oil recovery using CO2 injection in Mexico were presented by experts from IIE, PEMEX, and CFE. Perspectives from South America and the International Energy Agency’s Greenhouse Gas R&D Programme were also presented. The Workshop featured extensive audience interaction with several panel sessions and in-depth intellectual exchanges among the experts that were initiated by questions from the audience. The next step forward will be the development of a framework to be applied toward a proposed action road map for CCS implementation in Mexico.
