CSLF ACTIVITIES | POLICY GROUP | TECHNICAL GROUP



The Policy Group is responsible for carrying out the following functions of the CSLF:

  • Identify key legal, regulatory, financial, public perception, institutional-related or other issues associated with the achievement of improved technological capacity.
  • Identify potential issues relating to the treatment of intellectual property.
  • Establish guidelines for the collaborations and reporting of results.
  • Assess regularly the progress of collaborative projects and, following reports from the Technical Group, make recommendations on the direction of such projects.
  • Ensure that CSLF activities complement ongoing international cooperation in this area.
  • Consider approaches to address issues associated with the above functions.

Other responsibilities include:

  • Review all projects for consistency with the CSLF Charter.
  • Consider recommendations of the Technical Group for appropriate action.
  • Annually review the overall program of the Policy and Technical Groups and each of their activities.
  • Periodically review the Terms of Reference and Procedures.

The Policy Group is working in two key areas concerning issues facing the CSLF:

  • Review of Legal, Regulatory and Financial Issues. Examples include environmental regulations, intellectual property provisions, and trans-boundary issues. A Legal, Regulatory, and Financial Task Force led by John Ryan of Australia presented a report at the Melbourne CSLF meeting in September 2004 on the progress made on these issues. Highlights of the report include:

    Regulatory Issues:
    • Identified the key issues for countries to consider when designing regulations for CO2 capture and storage.


    Legal Issues:
    • Joint IEA WPFF/CSLF workshop sought to clarify how relevant international conventions might apply to CO2 capture and storage.
    • Work to continue under IEA WPFF.

    Economic Modeling:
    • It was decided that economic modeling activities should be differentiated from work on financing issues.
    • Propse transfering those aspects of economic modeling work related to estimating the cost and performance of CO2 capture to the Technical Group.


  • Involvement of Stakeholders. Stakeholder involvement in the process of developing commercially competitive and environmentally safe carbon sequestration technologies is critical for the success of the CSLF. The Policy Group has prepared a stakeholder concept paper and it held two stakeholder workshops at the Melbourne CSLF meeting. The Policy Group has agreed to involve stakeholders through regular meetings and a stakeholder engagement registry.
